In general, the beneficiaries/target groups for the occupational qualifications are:

- Water practitioners / Technical staff in the private and public sectors: Technical staff seeking to formalize their knowledge and years of experience with an occupational qualification or qualified professionals seeking to expand their knowledge/skills.
- Young persons/scholars looking to enter the workforce through entry-level occupational qualifications in the water services sector.
- Graduates in the water services and water resources sector as well as those qualified in related engineering and/or science disciplines.
Water Business College (WBC) recognizes and will meet the national requirements for Recognition of Prior Learning (RPL).
Any qualifying learner can achieve/obtain the occupational qualification on completion of all the knowledge and practical modules as well as the examinations for year 1 and the workplace skills modules for year 2.
Interested practitioners / technical staff (not interested in completing a full qualification) can register for individual knowledge modules and/or practical modules and on completion receive a ‘Certificate of Completion’ for the module. Such persons register and complete individual knowledge and practical modules for continuous development / self-development. All the requirements for the knowledge and practical modules must be completed to obtain a Certificate of Completion for the module.
The new occupational qualifications are capital-intensive to implement. As a result, a minimum number of registered learners per period per module is required for the specific module to proceed.
